The best way to do this is to social the person you're trying to troll, failing that, you can use (USA only) Mobile Carrier Lookup.

Virgin Mobile: phonenumber@vmobl.com
Sprint: phonenumber@messaging.sprintpcs.com
Verizon: phonenumber@vtext.com
Nextel: phonenumber@messaging.nextel.com
US Cellular: phonenumber@email.uscc.net
SunCom: phonenumber@tms.suncom.com
Powertel: phonenumber@ptel.net
AT&T / Cingular: phonenumber@txt.att.net
Alltel: phonenumber@message.alltel.com
MetroPCS: phonenumber@mymetropcs.com
More complete list, including non-US telephone companies [1]
