This is the Tools Category. Where all the top notch tools of the trade are displayed. Click on the names for their descriptions. In this case, tools are defined as "Utility-derived apps with a specific, outlined purpose[s] that do not involve the creation of other tools as the main feature". In this way, ircaids is a tool, IRC is a utility. PyRAEP is a tool, Python is a utility. Furthermore, tools != methods--bandwidth Rape, Shock, etc, are all methods, while pyraep, hueg.jpg, etc, are tools.
